Lunch Briefing: ICD-10’s Impact on Physicians and Patients

Despite the outpouring of opposition from physicians and their patients, Congress looks to be allowing the ICD-10 coding mandate to proceed on October 1. ICD-10 (with its 68,000 codes – 5 times the current number) is a giant counterproductive leap in the wrong direction that will increase costs and harm patient care.

On Wednesday, September 23, 2015, AAPS is bringing physicians to Capitol Hill to tell the story from front lines of patient care. Our briefing will discuss how bureaucratic red tape like ICD-10 harms patient care, and also demonstrate proven solutions. Physicians who practice outside of government and insurance company control are lowering costs for patients while providing higher-quality medical care.

Juliette Madrigal Dersch, M.D., Marble Falls, Texas
Dr. Juliette Madrigal is a graduate of Texas A&M Medical School, and was Chief Resident at OU School of Medicine. She started her own traditional medical practice in 1992 in Marble Falls, Texas. She makes house calls and gives discounts to teachers and preachers and sees patients who have cancer for free. Dr. Madrigal is currently the Burnet County Health Authority and Medical Director of the Horseshoe Bay, Spicewood, and Marble Falls Fire Departments. She is a Past-President of AAPS.  Dr. Madrigal has an active speaking schedule including appearances on Cavuto and NBC News. Her practice was featured by the Wall Street Journal in an August 2013 multi-page story on physicians opting out of Medicare.

Albert L. Fisher, M.D., Oshkosh, Wisconsin
Dr. Fisher has been in solo family practice in Oshkosh, Wisconsin, since 1987.  He received a Bachelor’s Degree from  Northwestern University in Evanston, Illinois, a Medical Degree from the Medical College of Wisconsin in Milwaukee, and completed a family practice residency in Kalamazoo, Michigan.  He is board-certified in family medicine.   At age 10 he recalls reading an AMA pamphlet warning patients about the dangers of socialized medicine–which was on display in his doctor’s office.  Dr. Fisher is committed to preserving the patient doctor relationship, and to upholding the decision-making authority of the individual physician. He opposes excessive red tape in the delivery of medical care.  Dr. Fisher is also an instrument-rated private pilot.

Charles Sauer, The Market Institute
Charles Sauer, founder of the Market Institute, is the AAPS boots-on-the-ground around Capitol Hill. He’s an economist and policy specialist. On The Hill he is known for developing free market solutions and effective legislative coalitions. He has worked for a Governor, a Senator, represented an academic think tank and is a co-founder and Executive Director of the Free Market Medical Association. Charlie has been published in many mainstream media outlets in addition to writing congressional testimony and speeches for politicians, business owners, and academics. Charles is a regular guest on The Daily Ledger and the Thom Hartmann Show.
