The biostate was born, it is said, at the meeting of G20 leaders in Bali, Indonesia, Nov 15-16, 2022. Its declaration (https://tinyurl.com/4z7n5ktb) called for the establishment of a global vaccine passport and digital health ID scheme. “We acknowledge the importance of shared technical standards and verification methods, under the framework of the IHR (2005), to facilitate seamless international travel, interoperability, and recognising digital…and non-digital solutions, including proof of vaccinations.”
The International Health Regulations (IHR) 2005, which went into force in 2007, are a legally binding agreement of 196 countries developed under the auspices of the World Health Organization (WHO). They require countries to strengthen surveillance capacities at border crossings, and they introduced international certificates of vaccination.
The Business 20 (B20) panel held ahead of the G20 summit urged widespread adoption of digital COVID-19 certificates that would be part of a “technology-enabled ‘always-on’ global health infrastructure.” Their proposal, to be introduced at the World Health Assembly in May 2023, would revise the IHR to give WHO legally binding powers to implement such measures in the future, potentially overriding national sovereignty.
WHO would not have the power to force compliance, but peer pressure works. So far, the only resistance has come from African countries, who view it as neocolonialism.
The COVID passport is the gateway for all-encompassing digital ID, stripping citizens of all rights and replacing them with a revocable privilege to work, to travel, to obtain medical care, to be educated—to live. The Indian Aadhaar system, the world’s largest biometric ID system, which covers 92% of the population, “acts as a tool for social exclusion and corporate influence.” Several cardless persons reportedly starved to death because they could not access benefits to which they were entitled.
At the G20, Klaus Schwab claimed that the current crises represent an opportunity for “a deep systemic and structural restructuring of our world,” with “the fusion of our physical, digital and biological identities.” Digital IDs are essential in a “revolution” aimed at blurring the line between our bodies and emerging technologies, e.g., robotics, artificial intelligence, nanotechnology, and quantum computing (tinyurl.com/yn9zwac7).
The Meaning of ‘Bio’
In today’s perversion of language, certain adjectives or prefixes stealthily reverse the meaning of a word. “Social justice” means injustice to individuals to benefit the collective. A biostate would destroy the nation state and subject existing laws to a “global health infrastructure.” Bioethics, according to the late Jeffrey Hall Dobken, M.D., M.P.H., replaces the Oath of Hippocrates. It mainly involves calculations of relative social value. Bioethicists consider themselves guardians of social justice and stewards of correct thinking (https://tinyurl.com/brdt74ev).
Paradoxically, “bio” ultimately negates biology and strives to transition through “transhuman” to “posthuman.” Instead of “cyborg,” “augmented human” is becoming the preferred, less threatening term. First, a direct human-to-computer interface—human/machine fusion—then possibly augmented reality and virtual reality, including nerve stimulation.
Medical possibilities include controlling prosthetic limbs with thought, but the major impetus comes from the military. The newly established Biotechnologies for Health and Human Performance Council (BHPC) aims to enhance warfighting capability. Two-way data transfer through neuro-silica interfaces could, for example, enhance target acquisition for drone attacks. The military is also heavily invested in gene-editing.
Propaganda is one of the BHPC Study Group’s functions: “Efforts should be undertaken to reverse negative cultural narratives of enhancement technologies” (tinyurl.com/2f3jvv98).
Human augmentation research is called “evolution” by the UK Ministry of Defence (ibid.). The future of life will not be natural selection as in the past, but intelligent design—by Homo deus, says World Economic Forum advisor Yuval Noah Harari. We have the biotechnology to hack the software of life. All we need is information. The products of the future will be “bodies, brains, and minds,” Harari states (https://tinyurl.com/3z9ucbem).
In a Net Zero, decarbonized world (in which some even advocate killing our cats and dogs to reduce our “carbon footprint”), will we transition from carbon-based to silicon-based life—once the stuff of science fiction (https://tinyurl.com/2zx35uce)?
Much research is now “in silico” (computer-based modeling) rather than in vitro or in vivo. Some speculate that computers or robots, with sufficiently complex artificial intelligence, might develop consciousness . Some even speculate that they could achieve immortality by downloading their “software” into a computer (would its consciousness be your consciousness?).
Let us not imagine that robots will follow Isaac Asimov’s First Law of Robotics (see I, Robot): “A robot may not injure a human being or, through inaction, allow a human being to come to harm.” Military robots are designed to kill.
Human-designed life forms might follow a WEF-defined “rules-based order,” but Harari et al. make no mention of characteristics present even in animals like dogs: displays of joy or sorrow, empathy, or instinctive protection of their human.
The biostate is a biology denier—indeed, a life denier.
The Roots and Offspring of Transhumanism
The term “transhumanism” was coined in 1957 by Julian Huxley, brother of Aldous and grandson of Thomas Huxley (“Darwin’s bulldog”). Julian managed the post World War II eugenics movement. After the Nazi atrocities, a radical eugenics policy became “for many years politically and psychologically impossible,” but one goal of UNESCO, which Julian founded, was to inform the public “so that much that is now unthinkable may at least become thinkable.” Achieving UNESCO’s goals would require “the transfer of full sovereignty from separate nations to a world organization” (tinyurl.com/5n8z5kcb).
“Cybernetics,” Norbert Wiener’s term, based on aeronautics and radar systems, was envisioned as the tool for global information control. He wrote that the ultra rapid computing machine that used consecutive switching devices was a model of the nervous system. He assumed that “metaphysical” concepts (such as purpose, free will, justice, and soul) had no existence beyond the merely physical characteristics of the measurable electrochemical properties of the brain (tinyurl.com/3ahr2rhd).
The growing cult of Artificial Intelligence is guided by a belief in the inevitable merger of man and machine. To deal with the “unpredictability” factor of human creativity, the Frankfurt School developed new brainwashing tools such as “sensitivity training,” which relies heavily on guilt complexes—the foundation of Critical Theory. Leading psychiatrists from London’s Tavistock Clinic and the Frankfurt School organized a concerted program to “eliminate the sickness of national patriotism, belief in truth, and family love throughout the Cold War period” (ibid.).
Neo-Malthusians gained great power when John Holdren, a protégé of Paul Ehrlich, became Obama’s science czar. Now, Biden’s science czar Eric Lander has overseen the re-activation of Obama-era science policy in a technocratic overhaul conforming to the WEF’s Great Reset agenda, using the vast power of the Emergency Authorization Act to steamroll gene therapy technologies in the guise of “vaccines.” The connection between yesterday’s eugenics organizations and the rise of modern mRNA operations “should be kept firmly in mind,” writes Matthew Ehret (https://tinyurl.com/5n8z5kcb).

Jerry Arnett, M.D., a freedom fighter for 50 years, was well-known to AAPS meeting attendees and to readers of our journal, for which he wrote frequent book reviews. As a flight surgeon, Dr. Arnett flew 144 combat missions in Vietnam. In his pulmonology practice, he connected directly with patients, not government or insurance companies. Is Pfizer Doing ‘Directed Evolution’?
In a Project Veritas (PV) video that has garnered some 20 million views despite efforts to suppress it, a highly placed executive seemed to be saying that Pfizer was “mutating” COVID so that it can produce new vaccines. “Don’t tell anyone this!” This would be good for Pfizer but not good for Americans, he said. He also remarked on the revolving door between regulators and drug companies. When the interviewer asked whether Pfizer was doing gain-of-function research, the answer was laughingly no, but you might call it “directed evolution.”
The internet was quickly scrubbed of the credentials of Jordon Trishton Walker, M.D., Pfizer Director of Research and Development—Strategic Operations and mRNA Scientific Planning. In a follow-up meeting with James O’Keefe of PV, Dr. Walker became extremely agitated when he learned of the video, and asserted that it was all a lie to impress a date.
Tucker Carlson discussed the mainstream news blackout (tinyurl.com/4ayr6rak). Along with commentary on the PV video, Dr. Peter McCullough and Steve Kirsch discussed the research that Pfizer and the government are not doing on COVID vaccine adverse reactions, especially possible cardiac effects in airline pilots (tinyurl.com/476b99ed).
Cheering for the End of Humanity
According to French philosopher Michel Foucault, “Man is an invention of recent date. And one perhaps nearing its end.” Adam Kirsch writes in The Atlantic (tinyurl.com/mum4z79b) that from Silicon Valley boardrooms to rural communes to academic philosophy departments, a seemingly inconceivable idea is being seriously discussed: The end of humanity’s reign on earth is imminent, and we should welcome it. While anti-humanists and transhumanists have opposite views on many issues, they agree that human beings should rightfully disappear. Transhumanists only worry that it might happen too soon, before we have invented our successor to “secure the future of the mind.”
Humanity’s purpose is “to transform the cosmic endowment—all the matter and energy in the accessible universe—into computronium.” That would correspond to Ray Kurzweil’s “singularity,” the ultimate destiny of the universe.
The anti- and transhumanists’ destruction of civilization, renunciation of childbearing, and replacing humans with machines sound like a Great Reset. Is that where the biostate and the evolution of bioethics is leading?

Anti-Free Speech Law (AB 2098) Enjoined
The California law that threatens physician with delicensure for spreading COVID “misinformation” has been enjoined by Judge William B. Shubb of the U.S. District Court for the Eastern District of California (Hoeg v. Newsom).
At first the proposed AB 2098 was aimed at those who question the safety or efficacy of COVID vaccines in the media or social media, thereby creating public mistrust. AB 2098 also characterizes advocacy for use of repurposed FDA-approved drugs such as ivermectin as “COVID misinformation.” As passed, the law refers to one-on-one communication with patients.
The law bans doctors “from providing ‘treatment or advice’ ‘to a patient’ ‘related to COVID-19’ when that treatment or advice includes (1) ‘false information’ (2) ‘that is contradicted by contemporary scientific consensus’ (3) ‘contrary to the standard of care.’”
Judge Shubb notes that terms in AB2098 are unconstitutionally vague, putting physicians in the very difficult position of having to know what the “consensus” is at any given moment. Moreover, “the First Amendment applies not only to expression of majority opinions, but to minority views as well.”
One issue is whether advice to patients is one of the seven categories of speech that the U.S. Supreme Court finds to be unprotected by the First Amendment.
Judge Shubb’s ruling prevents enforcement of AB 2098 pending resolution of the lawsuit. Judge Shubb’s ruling technically is limited only to “the plaintiffs, all persons represented by the plaintiffs, and members of the organizations that filed the lawsuits” (https://tinyurl.com/bdfyhnwd).
In a reply memorandum in the merged case Hoang v. Bonta, Attorneys Richard Jaffe and Robert F. Kennedy, Jr., write: “Defendants are effectively admitting that physicians can be punished for speaking truth, as long as the government declines to recognize truth as truth” (tinyurl.com/2p99duwe).
Origin of Censorship in the U.S.
It formerly would have been unthinkable for the White House to send e-mails to social media companies such as Facebook and Twitter directing them to censor prominent public speakers such as Tucker Carlson and Robert F. Kennedy, Jr.
Aspiring dictators have always relished public emergencies because they provide a rich opportunity for expanding their power, writes Peter McCullough, M.D. The seeds for the current blooming garden of unchecked federal power seem to have germinated in 2002 with the passage of the Homeland Security Act and the Homeland Security Council, an entity within the Executive Office of the President created by President Bush’s Executive Order 13228. Since 2002, more laws and administrative actions have enabled the state to deem you a “misinformation spreader” or “domestic terrorist” and censor and even detain you, to quell a purported emergency (https://tinyurl.com/y74xabcy).
Tip of the Month: Harassing state medical board complaints related to COVID-19 are continuing to plague good physicians, but nearly all of these complaints have been dismissed. The trick is to respond politely before the deadline, and the substance of the response appears to be less important than its timeliness. Extensions in the time to respond are freely granted if requested.
Criminal Grand Jury on Vaccine Harm
With the approval of the Florida Supreme Court, Gov. Ron DeSantis is empaneling a grand jury to “investigate criminal or wrongful activity in Florida relating to the development, promotion, and distribution of vaccines purported to prevent COVID19 infection, symptoms, and transmission” (tinyurl.com/mr3s94uw).
The governor’s petition states: “The pharmaceutical industry has a notorious history of misleading the public for financial gain.” It includes a summary of the many times Pfizer, Moderna, the CDC, and high government officials falsely claimed that the vaccines would safely and effectively reduce the spread of the virus and that unvaccinated people would be responsible for continuing the pandemic if they didn’t take the jabs. It also lists studies showing a higher rate of myocarditis in young persons who received the injections.
“Ron DeSantis just became the world’s political leader of the Covid Accountability movement,” writes Jeff Childers in his Coffeeandcovid Substack. The grand jury can issue indictments of people and companies, issue criminal subpoenas, require witnesses to appear and testify under oath, publish a final report summarizing its evidence, and also recommend civil lawsuits.
Childers writes that while he is seeing people apologize for being wrong about COVID lockdowns or mandates, he has not yet seen anyone apologize for not trusting government during COVID (https://tinyurl.com/5bb8sd7e).
Possible Liability for Vaccine Administration?
According to a letter from the Australian Medical Professionals Society (tinyurl.com/yfv55yvx), “Administering of COVID-19 vaccination is likely not an indemnified action—this is notice of your obligations, rights, and potential risks.” A proposed medical indemnity scheme for health professionals administering the COVID-19 vaccines was never established. The letter refers to the decision of the High Court of Australia in Rogers v Whittaker 1992 (https://jade.io/article/67721), in which a patient was not told of the risk of sympathetic ophthalmia, as a precedent and standard for informed consent obligations. “A doctor has a duty to warn a patient of any material risk involved in a proposed treatment, or else risk tortious liability from patients,” writes AMPS. This might apply even if there is a body of expert opinion supporting nondisclosure. The letter recognizes threats of regulatory action “for anti-vaccination messages in professional health practice” or on social media, but states that under the Good Medical Practice Code of Conduct, doctors have a right not to provide or directly participate in treatments to which they conscientiously object. These liability and freedom issues also remain to be resolved in the U.S.
Mandate on Federal Contractors Blocked
A panel of the 5th Circuit Court of Appeals voted 2-1 to uphold a decision that blocked the September 2021 Biden executive order requiring worker vaccination as a requirement for federal contracts. The issue could affect 20% of U.S. workers. Judge Kurt Engelhardt said a broad interpretation of the Procurement Act could give Biden “nearly unlimited authority to introduce requirements into federal contracts” (tinyurl.com/357z9vn9), such as requiring workers to reduce their BMI below a certain number.
Totalitarians Suppress Truth. The Marxist totalitarians in medicine have claimed a monopoly on truth, facts and science. As Dr. Aaron Kheriaty writes, quoting Italian philosopher Augusto Del Noce: “[I]f people in a communist society contradict communist doctrine, the party does not explain why they are wrong. The authorities simply dismiss dissenting opinions as instances of ‘bourgeois rationality’ or ‘false consciousness’.… Authorities assume that dissenting opinions must be motivated by
class interests (or racial characteristics, gender, or whatever), which dissidents are trying to defend” (tinyurl.com/4bf8reaf). This is precisely what we have seen with medical boards, specialty boards, hospitals, and certain medical associations.

Beyond Censorship. In a letter to Attorney General Merrick Garland, the American Academy of Pediatrics, the American Medical Association, and the Children’s Hospital Association ask him to investigate and prosecute individuals and entities that coordinate, provoke, and carry out bomb threats and threats of personal violence. The concern was about groups who re-posted information showing that Boston Children’s Hospital was lying when it claimed it was not doing “gender-affirming” surgery on minors. The online group was not responsible for the threat (there was no bomb) and even offered a reward to catch the guilty party. But the AMA and AAP want people who “provoke” disagreement with them to go to jail.

Psyops Research. Even though the testing of COVID vaccine products was highly abbreviated and did not meet regulatory norms for either vaccines or genetic therapies, the development and clinical testing of psyops and nudge messaging were carefully performed using a prospective, randomized, controlled clinical trial structure with short-term, three- and six-month follow-up. In July 2020, Yale University initiated clinical trial #NCT04460703 to optimize means to psychologically manipulate people to overcome “vaccine hesitancy.” Twelve different messages were tried, including anger, embarrassment, guilt, trust in science, personal freedom, economic benefit, and “not bravery.” It was found that emphasizing vaccination as a pro-social action not only increased uptake but also increased willingness to pressure others to get the shot. These results were used to guide the federal U.S. (and global) propaganda campaign to promote compliance. We have been subjected to a focused and field-tested psyop.

At Odds with Reality. Recently, the idea has been spreading that having the body of one sex but believing oneself to be of another is part of the normal human experience. Organizations such as the American Psychiatric Association have lent credence to the idea, stating that it is not a mental disorder because “many transgender people do not experience their gender as distressing or disabling.” However, while distress is an important treatment consideration, it is not a defining characteristic of medical pathology. Normal internal experience has traditionally been distinguished from abnormal by whether it is consistent with external reality. The mainstream psychiatric press is not asking whether a person’s internal experience can be so far from reality as to justify “sex reassignment” surgery and still be called normal.

Rationing Promoted. The government is promoting migration to privately administered corporate Medicare Advantage plans. By design, these plans restrict patient access to “providers,” who then ration medical care and prescription drugs. During the 2022 enrollment period (10/15-12/7), MA plans touted dental, vision-care, and prescription drug benefits, and, depending on ZIP code, reductions in monthly Medicare deductions to boost one’s Social Security check. This is an appealing sales pitch, and MA now represents 55% of total Medicare spending. When asked, MA providers I’ve contacted will not say for what or how they are paid. They have a pre-paid care guarantee arrangement; patients have no say in it. How can a rational consumer compare MA with generic Medicare benefits?

Rationing to Control Costs Is Theology That Failed. Cost control through “health maintenance,” “quality care,” and “accountability” is theological flim-flam. The word “incentive” has been corrupted to mean bribery. The hot dragon breath of HMOs and ACOs has burned up much of the money in medicine. Legalized corporate profiteering to ration care is not a moral public policy. Empowering American families is the only salvation to achieve affordable medical care. For the poor, ownership of resources is the path to a decent life free of poverty and dependency: a goal for all Americans.
