She was right. Nobody saw an UNLIMITED slush fund buried in the constantly changing 2000+ page bill. However, tucked away in the bill was section 1311(a), a provision that gives Secretary Sebelius access to unlimited funding in order to establish health care exchanges.

1311(a):
(1) PLANNING AND ESTABLISHMENT GRANTS.—There shall be appropriated to the Secretary, out of any moneys in the Treasury not otherwise appropriated, an amount necessary to enable the Secretary to make awards, not later than 1 year after enactment of this Act, to States in amounts specified in paragraph (2) for the uses described in paragraph (3).
(2) AMOUNT SPECIFIED.—For each fiscal year, the Secretary shall determine the total amount that the Secretary will make available to each State for grants under this subsection.
(3) USE OF FUNDS.—A State shall use amounts awarded under this subsection for activities (including planning activities) related to establishing an American Health Benefit Exchange, as described in subsection (b).
We can’t let this continue, and fortunately the House voted to end the program this week by passing H.R. 1213. Unfortunately, the vote was an unimpressive 238-183 which means that only 5 Democrats voted to end the program. They need our help in the Senate!
A companion bill has not yet been introduced in the Senate, but we can change that. Call your Senator today and urge them to schedule an immediate vote on H.R. 1213 to end the unlimited slush fund like the House voted to do.

- Ask to speak with their Healthcare Legislative Assistant (LA)
- Urge them to repeal section 1311(a) of ObamaCare like the House of Representatives did on May 3rd by passing H.R. 1213.
